On February 23, 1950, at the Saint-Pierre-de-Cor station, an anti-war activist lay on the rails in front of a train that was carrying tanks intended for the Vietnam War. Raymond Dien was threatened with the death penalty, but working people from all over the world stood up for it. Raymond Dien was imprisoned in Fort Ha prison in the city of Tours and deprived of civil rights for 15 years.

The sculpture was installed in Victory Park in 1953 according to the project of the sculptor Ts. I. Diveev and architect V. D. Kirkhoglani. In 1957, a copy of the monument was put up at the Primorsky highway in Zelenogorsk.

Before that, at this place at the end of the Komsomolskaya Alley stood a bust of V.I. Lenin.
