It was designed by architects E. I. Katonin and V. D. Kirkhoglani in the shape of a wreath of tulips and a laurel surrounded by 48 water cannons. In total, 37 streams forming a wreath are interwoven in the fountain. In the center of the fountain is the main water jet, giving a stream 12 meters high. The diameter of the bowl is 25 meters.

The fountain is the basis of the compositional solution of the entire regular part of the park. Laurel leaves are a traditional symbol of winners, and tulips are chosen as a memory of bouquets with which Leningraders met returning soldiers with victory.
