On July 22, 1836 Nickolas I issued a decree that prohibited demolishing buildings of the era of Peter the Great

Pulling down these buildings without Emperor's permission was forbidden. In order to save the historical buildings of Peter's time all petitions for demolishing should have stated the year of construction.
