On April 7, 1917 the state monopoly on the grain trade was introduced

On this day ration stamps for bread were introduced in Petrograd and food-supply committees were created. By 1918 the local Soviet authorities due to severe budget constraint had to embrace drastic methods of provisioning, such as expropriation of goods and food supplies from merchants and speculators by law order, monopoly of certain materials and so on.
