On March 3, 1861 Alexander II signed the Emancipation Manifesto in Saint Petersburg
Under the terms of the document named «Regulations Concerning Peasants Leaving Serf Dependence» the serf status of peasants in the Russian Empire was liquidated, and they recieved the rights to own property and business. This reform was the first and the most significant in the row of developments made by Alexander II.
