On January 23, 1989 the Executive Comittee of Leningrad issued the award pin «To the citizen of the besieged Leningrad»

This award pin was created as a tribute to the courage and stamina of Leningrad citizens. The badge was bestowed upon the people who had spent more than 4 months in the besieged Leningrad (the siege lasted from September 8, 1941 till January 27, 1944). The pin, designed by S. Kornilov, was stamped out in the Saint Petersburg Mint.
